No, its an AMC thing
Just as I suspected, it's an AMC thing, not an appraiser thing.
I have always done my appraisals without considering bracketing. Only when client wants it. Then I easily grab a "comp" for cosmetic function to please the client.
 
More likely a lender thing that an AMC put in the general requirements. Have seen it happen multiple times. One or two lenders have certain assignment conditions and the AMCs adopt them as general requirements.
I can see how it set parameters for inexperienced appraisers to consider. Just like many of AMC guidelines. They're meant to guide appraisers in doing an appraisal instead of appraisers doing what they think is appropriate in appraising.

My Boss is USPAP. I provide appraisal reports that are “credible”. Ideally, which is what most GSEs want, is to have the opinion of value bracketed with both the adjusted sales prices and the actual sales prices. With most appraisals, you can fit a round peg into a round hole.

Sometimes you can’t. This is where your experience comes into play. If you can’t (bracket), EXPLAIN why not. If you are good with explaining why, you will not get a call back. What they do with the loan is not your concern. I have done this many times in my 34 years.

All my non AMC lenders want the sale price bracketed. If a odd ball weird sale, just explain why not. Fannie want everything bracketed.
