BREA and Appraisal Foundation didn't get Trumps message....

Even with the decline in numbers, these lenders still have enough leverage in the supply/demand dynamic to pitch the old "if you won't take this assignment for cheap we'll just go find someone else who will." Not in every state, but in probably most states.
Depends on where one works and what assignments one is qualified and experienced to take. There are still clients who don't look to assign on the cheap. Guess we live in different work environments. How cheap will you go on an 8 unit multi family in Riverside? Supply/demand works for the appraiser when demand exceeds effective supply.

BREA Encourages Aspiring Appraisers to Apply for The Appraisal Foundation’s Pathways to Success Scholarship
The California Bureau of Real Estate Appraisers (BREA) is excited to share a valuable opportunity for aspiring appraisers. The Appraisal Foundation has announced a groundbreaking scholarship program aimed at supporting individuals pursuing a career in real estate appraisal. The Pathways to Success Scholarship is designed to help new appraisers fulfill their experience requirements by covering the cost of enrolling in a Practical Applications of Real Estate Appraisal (PAREA) module.
What is the “Pathways to Success” scholarship?
The Appraisal Foundation has committed $1.22 million over three years to fund this initiative, which is administered by the Appraisal Institute as part of the Appraiser Diversity Initiative. The scholarship provides financial assistance to eligible candidates, making it easier for them to complete the experience component required for an appraiser credential through the PAREA program.
Building a Stronger and More Diverse Appraiser Workforce
The Pathways to Success initiative began in 2021 with The Appraisal Foundation’s $500,000 investment to help bring PAREA modules to market. As a result, the Appraisal Institute launched its first PAREA modules in 2023, and earlier this year, the first graduates successfully completed the program. This scholarship represents the next step in expanding access to the profession by providing financial assistance to those pursuing licensure.
Kelly Davids, President of The Appraisal Foundation, expressed enthusiasm about the program, stating:

“Today the Foundation is taking a bold step to build the next generation of appraisers. This scholarship program has been a long-held dream for our organization, and I am so pleased that we are moving forward to welcome new people to this exciting profession.”
The Appraiser Diversity Initiative also emphasized the importance of this effort, highlighting that their collaboration with The Appraisal Foundation has resulted in over 800 scholarships awarded over the past six years. For those paying attention, the Pathways to Success Scholarship was announced back in May 2021. At that time there were claims of insufficient numbers of real property appraisers, shrinking number on the ASC National Registry, and appraisers aging out. Users, even back then, were increasingly turning to appraisal waivers, AVMs, and bifurcated/hybrid appraisers.

The Pathways to Success was initiated to assist aspiring appraisers, increase the number of credentialed appraisers so users could not play the "shortage" card as an excuse for alternatives, and encourage participation in professional organizations. Progress on the proposal was stalled with the initiation of the investigation of The Appraisal Foundation by the Department of Housing and Urban Development. As has been documented here by many of the real "fans" of the Foundation, an enormous amount of money was spent on lawyers and other costs responding to the HUD investigation. Much could have been directed to the Pathways to Success. Instead it went to lawyers and their firms.

The investigation by HUD was settled in June of last year. HUD stated there were no findings, and The Appraisal Foundation agreed to certain conditions. One of those conditions was to fund the Pathways to Success Scholarship program. The announcements you are seeing now are because the details have been worked out with the organization managing the scholarships, and The Appraisal Foundation has made the first funding installment.

Your missing DEI in discriminatory practices in lending. On the other side, lenders and AMCs had no problem not wanting separation of AMC/appraisal fees on truth in lending disclosures.

You are looking at simply supply and demand and ignoring a lender charging $1K plus for an appraisal and paying the appraiser a small portion.

That is directly related to HUD and truth in lending disclosures on discriminatory practices of lenders. DEI is in that picture.

The purpose included promoting membership/involvement in professional organizations, not just one professional organization. Take a look at the membership organizations that are Partners of the Foundation.
