I need to know if FHA requires windows to be replaced if the seals are broken and the glass has fogged

Cosmetic.

I'd guess that a thermo pane with a blown seal offers as much thermal protection as a single pane window with a storm panel.

I was just thinking about this the other day when I had several windows with this problem.

My question is can they be repaired or do they have to be replaced?
This is for my own edification nothing to do with a report.

Broken windows and doors should be replaced. This generally does not include broken window seals unless it affects the marketability of the property. FHA now permits an “as-is” appraisal for homes being financed with FHA loans that have minor property deficiencies resulting from deferred maintenance and normal wear and tear. In fact, Mortgagee Letter 05-48 states the FHA provides that one example of minor property conditions that do not require automatic repair for existing properties as being cracked window glass. Thus, I doubt a broken seal would be required.

Replacement used to be the requirement. Have to look it up. I haven't dealt with this lately.

LOL, I have; (cracked windows that is).

Can't repair them.

Correct.
For those not familiar, they disassemble the window frame and remove the "sealed" double panes, then replace with new glass unit. In most cases the frame itself, does not need replacement.

I completely agree with you!

FHA does not even require replacement of cracked window glass, and to the best of my knowledge, never required replacement of fogged DP windows. Frankly, besides being difficult to see out of, what would you construe to be non: Safe, sound or secure?
