Broken Window Seals

FHA does not even require replacement of cracked window glass, and to the best of my knowledge, never required replacement of fogged DP windows. Frankly, besides being difficult to see out of, what would you construe to be non: Safe, sound or secure?

Frankly, I find FHA work to be among the best I get. It pays well (or I don't accept it), and is fairly straight forward when you get a good understanding of the entire process and rules. The best part is what FHA writes themselves, and I place in bold in every report:
Lastly, HUD states that the LENDER must read the report, ascertain if any conditions require repairs or inspection, and require immediate repair or inspection where the property condition poses a threat to the above criteria (safety of the occupants or the security and soundness of the property).
Basically, I do the job the best I can, describe everything in depth (just general good appraisal practice), and place the burden of the tough decisions on the UW.

Wasn't quite sure if that was in agreement with, or disagreement with what I had posted. But here is what 2005-ML-48 states regarding items which no longer require repair:
Cracked window glass
I cant imagine that a fogged window would or could be construed as being "worse" that a cracked window??
 
A broken window is FHA compliant. Which I don't really understand why. Is it safe? No.

I had 3 broken windows in a recent FHA appraisal I did. I just noted it and didn't condition it. But I did conditioned the peeling exterior paint. Is a kid more likely to lick the exterior of the house or step in broken glass if any of the windows broke?
 
I was just thinking about this the other day when I had several windows with this problem.

My question is can they be repaired or do they have to be replaced?
This is for my own edification nothing to do with a report.



My sister had all their windows resealed and it costs less than getting the entire window replaced.
 
what about a plastic/plexi-glass installed where a glass window show be installed?
