This is NOT correct in my market! A plat must be recorded, and if it is a new plat it will not show up in the county records untill the NEXT year.If the tract was subdivided then there should be an APN. I am a SR. Reviewer for a collateral risk firm - these are some flags.
We are doing a purposed construction in a new subdivision now that will not even have the APN for the LOT before January 2008. If the house is not complete by the time the lot is assigned an APN, the house will not be on the tax card.
The House will not show up on the tax records until the year after it is complete.
It is not a deficiency if it was not avalible. I agree that it should have been noted and explained.These should be mentioned in your review as a deficiency. The appraiser should have provided that information or commented on why it was not available and perhaps, made the report subject to verification of the APN or legal subdivision.

(Hint read the Appraiser did NOT measure the house! thread. http://appraisersforum.com/showthread.php?t=125444)The appraiser should also have noted whether or not they measured. - Many builders’ sales brochures do not extract out cathedral or vaulted ceilings or garages. They include this in their GLA figures. I would say the report is deficient in the areas that you mentioned.
Based on what you provided, I think you need to find out more before calling it a problem.
