How so? You have an email proving you had an exam date. If the op sent in his original, without making a copy, the place of being proctored would most likely have a record that he passed the exam.

I would take the letter from the BREA and show the place of Proctor and inquire what's going on.

What would you do? Wait for the BREA to get back to you? Per the OP, this has been going on for months. I'd take it to task with the Proctor. They are the ones being accused of not providing an "official" result.

Anyways ZZG dude.... this happened months ago. Have you been in a coma or something?
 
Another factor that can delay issuance of your license is if there is a background issue that needs to be addressed. Depending on the court it can easily take weeks and sometimes months to get a court to respond to the angency's request for documents. I say this as someone who once worked for BREA.
