Bob, I'll answer your question.
Take your last good URAR report. Within it should be nearly everything you need. Read 4150.2 D as suggested, and add the few things to your scope that may be required, and perform those things that are in your new scope, compliant to SR 1 of USPAP, and report those things compliant to SR 2 of USPAP. Seriously, BOB, there IS NO boilerplate for FHA appraisals. It is just an appraisal, with some additional requirements, no different than any other appraisal with expanded scopes may be.
I would suggest taking an FHA appraising course. Have an appraiser refer one to you as some are good and some are not. Ask an FHA appraiser to accompany him on an FHA inspection. Ask to participate in the completion of the appraisal process and report, and you will learn more than you ever could from reading a dozen FHA reports.
Lastly, I would wager to say that no 2 appraisers (except perhaps appraisers in the same firm or supervisor-trainee related appraisers) actually do FHA reports the same way. There is no ONE right way.
If you do a search on the site, you will find threads where some appraisers have presented FHA inspection checklists, and reading the old VC forms can be helpful, as well. Lastly, read FHA mortgagee letter 2005-ML-48. I include it within every FHA report I complete. It is loaded with information.
Good Luck. Also, bobsofi, IF you are doing comp checks, certainly they are USPAP SR 1 and SR 2 compliant. in other words, you have done an appraisal. If you WANT to do that for free, I do not think anyone here is suggesting that is wrong, but perhaps not a particularly wise long term business plan...
