I did an appraisal once where there was a cell tower across the street from the subject property. You could not see the cell tower from the subject property as there were a row of tall trees blocking the view. The view of the towers became more prominent toward the middle and other side of the subdivision. No effect on the subject, but a definite effect on the other sections of the subdivision.
You need to ask an agent that sort of question by interviewing agents and you also need to see if it affected other sales with them. You need to do your research to determine if it affects value. Some people may not want to be near it because it is putting out a signal for health reasons (valid or not). You don't need a medical degree to determine stigma though because it is a market reaction. Desire determines the market, not rationality.
