Cement Shortage: Housing Boom Hurdle?

The builder we selected to build our house had a price increase effective 9/1/04 to reflect this cost. We signed contract 8/28/04 to avoid it.

It occured to me that raw materials for cement must be very expensive to ship. So why would we import cement from China.
Answer:
"Some construction companies have already planned for shortages until 2005. Although raw materials needed for cement are not in short supply, both the cost and the regulations surrounding the construction of new mills to mix the cement are significant hurdles, observers say."
It did not occur to me that the real problem is within ourselves to solve. This thread actlually belongs in the lounge!
