Certify completion if all are not addressed

Doing a reinspection for FHA for a lender who is not using the original appraiser (may be on vacation) and he listed several physical items which are easy to certify but he also requested a professional to look at a possible basement water infiltration issue. Since I am not that professional it seems I cannot certify that the property meets minimum requirements without a report from the expert. Even if I stated all the physical issues were satisfied if I stated it meets minimum standards it implies i am certifying the basement as well. I have asked for a copy from the experts but have not received it and the client is asking me to do the inspection. Am I wrong?
 
You don't certify the Contractors Inspection just like you don't certify a Termite Inspection was completed to standards.

The FHA underwriters receive the other inspection and accept or reject it. Yes you can ask for a copy but if it's not available your not liable your not certifying it anyways. JUST STATE THE ITEMS YOU INSPECTED.
 
Note: if you don't feel comfortable then decline the assignment and ask them to send it to another appraiser. That's okay to and I've done both.

I wouldn't certify it meets FHA unless you did a full FHA inspection, if you did say its subject to inspection still.

You certify completion of the items you can confirm. Nothing else.
 
You be very transparent. Just explain what you did in original post. Do the 1004d and get paid.
 
Personally, I like to have the original appraisal report when performing 1004D for another appraiser. I am not sure that is a requirement, but that's how I do it. I contact original appraiser if possible and say please send or get client to send it to me. What I am doing basically is certifying to what I can on original appraisal.

Anything else would be new appraisal assignment in my mind. New effective date, new engagement, etc.

Original appraiser did not certify to it so I am sure not certifying to it. You throw that ball in client's court. I can't check yes box unless............

Most people here have learned not to do anybody else's 1004d for a re inspection of repairs. Normally, a monkey can do a repair inspection, but once i had the lender forget to tell me the other appraiser noted peeling paint on the house number plaque. Can't say i was calm about it. Gave it back, and never took anyone else 1004d inspection.

You need the invoice from the basement inspection professional opinion. Can't go to settlement without your 1004d.
