ANSI standards say that clerestory areas are not GLA. If you are using another standard, be careful. Many states have codified ANSI
which states? To the best of my knowledge neither fannie mae nor USPAP requires you use ANSI. It is a completely voluntary standard.
Secondly, you are correct that since most Assessors cannot go to the interior, very few draw open spaces correctly. Stairwells, imho, should be included in both the upper and lower floor but that isn't ANSI's standard. A stairwell is far more complex than merely reflected in one floor, and again 90% of your 2 sty comps will exhibit SF that ignores stairwells both in the MLS and in the assessor sketch. The only 'correct' figures are from architectural drawings and access to those is limited or non-existant 90% of the time.

ANSI says stairs counted as part of 2nd floor, area underneath stairs is part of 1st floor. So area is counted on both floors
