Compliance Inspection Report-90251 form

Client is requesting Compliance Inspection Report, this is for a FHA new construction, I have never completed this form only the 1004D. Would appreciate any help on how to complete this form. Thanks
 
Most likely they want the 1004d, but are asking for the 90251. This was common right after the 1004d came out.
 
FHA requirements

Just use the HUD 92051 it should be self explanatory. If your software company does not have it as a choice for you, go to the HUD website and download.
 
If the Improvements are completed, then check item# 14 in section 1.
In section 2, itemize the repairs that were required to be completed in the original report. At the bottom of section 2, sign and date, check the 'appraiser' box, and include ID; typically your states 2 letter designation followed by your license number. Oh, and at the top of section 2, check the box for 'repair inspection'.
 
I would advise the client that HUD switched to the 1004D and ask if they still wanted the 90251. If they still want the older form, do it.
 
As far as I know, the 92051 is required for manufactured and new construction (when a final applies). This would be the reason why they asked for the 92051 on the new home you appraised.

See post 4 and don't forget to put the builders name/address in at the top left. I check "other" in section II and note that it was for "completion inspection for new construction/appraisal".

1. The Completion Report may not be used in lieu of form HUD-92051, Compliance Inspection Report, for new construction and manufactured housing.

 
Can the 1004D be used in lieu of form HUD-92051 for manufactured
housing?

No, manufactured housing, whether new or existing, requires the use of HUD
form 92051. The 1004D Part B can be used only for existing site built
construction (stick built or modular).

thanks, the mortgage letter explains it better and is official, while the FAQ are not.

OK I have a question along the lines in this post. here is scenario #1:

Appraiser does an FHA appraisal on a proposed construction "subject to completion per plans and specs". Less than 6 months later property is completed and lender requests final inspection from the appraiser because the property is now 100% complete. Can the appraiser complete the 92051 form or does it need to be an FHA INSPECTOR?

Senario #2:

Appraiser goes out to a NEW construction home that as per builder is 100% complete (yea right, never is!) and the property does not have the electric meter, so no lights/hot water. The appraiser is suppose to "subject to........ what repairs or the plans and specs? I was told plans and specs because it is not broken it just isn't completed. AND who completes the form 92051 the appraiser now on the things not completed or again an FHA Inspector??????????
