Concrete blocks ofr temporary steps

Hey everyone,

Am doing a home with a new addition. All is complete except there are concrete blocks being used as temporary steps since they want to add a deck but are outta $$$. Are permanent steps required?

Having done quite a bit of work over the years in the Thumb, I can say this is not atypical. Still, it could be a potential safety issue and should be noted.

The property must be free of all known hazards and
adverse conditions that:
o may affect the health and safety of the occupants

o may affect the structural soundness of the
improvements
o may impair the customary use and enjoyment of the
property

Concrete block steps fall into this category IMHO.
