Concrete floors

Thank you all. I learned something today.

Just to be clear; I re-read Mortagee Letter 05-48 that states that (4150.2) "paragraph 3-6 C referencing bare floors, badly soiled carpeting, cracked plaster and sheetrock is no longer applicable."

I then went to 4150.2, 3-6 C, which begins with "Conditions that do not ordinarily require repair include 'any surface treatment'...."

The examples on the next page don't mention concrete slab floors, but the Mortagee letter uses the term "bare floors" and 3-6 C says "any surface treatment."

That and with what some of you have been told by FHA representatives is enough for me to say that bare concrete slab flooring is OK with FHA.

Is it safe to assume that Fannie and Freddie agree with that?

You don't have to worry about fannie or freddie. Only if they meet FHA MPR or MPS.

No not necessarily, they still want the appraisal based on marketability. A good quality finished conc floor is one thing, but bare plywood would need an adjustment in our local market. If HUD wants to pretend that's okay, they are the ones who makes the rules... after all, it's just tax money insuring loans.
 
Question on getting a final CO

Are finished floors required for a certificate of occupancy in your local market?

I am located in Pinellas County Florida and I have seen first hand building inspectors doing a final walk through for me at a home I built and the floors were just concrete and they were not going to give me a CO.

When I explained that the floors that did not have tile would be getting carpet they told me to call them when the carpet was installed.

Just as the building inspector was about to leave the carpet guys showed up with all the carpet and four installers and he let me have the final CO.

I have seen building inspectors who also would not give a final CO if the sod was not installed.

Before moving to Florida I lived and build homes in Connecticut and never had a problem getting a final CO but here in Florida they are tuff.

Today I had an inspection for getting hooked to reclamed water for the grass and landscaping and the inspector checked every single sprinker head with a tape measure for how far it was spraying. He was here for 2 hours!!!

He told me that no reclaimed water can hit a sidewalk or the street.

After we adjusted about 50 sprinkler heads and checked the presure about ten times he gave me the final approval for the system.

Anone who things that it is easy to build home as never none it in Florida.

$20 could have saved everyone hours.
 
I have stained concrete floors in my house. I love them, they are easy to clean, and near impossible to damage. Also, nice and cool in the hot summer months.
