I say no PUD, as there are no mandatory dues. Look at the PUD in Cottonwood (El Cajon) Thomas guide 1272-c3. Same deal, an undivided interest in other lots that are parks maintained by the county, But no Dues! There is an architectural committee to enforce the CC&R's and manage the parks.
But no matter what you decide to call it what the lender really wants to know is if the HOA can foreclose ahead of the mortgage if dues are not paid.
