I know a private one that leased at one time or another to multiple clients - one was the state police repeater, another was the west county repeater for the sheriff's office, and a local ham operator used it to broadcast a repeater for Ham operators. It commanded the highest point above the railroad on the west side of the county. And there was a nearby tower that the railroad used for telemetry services and the cell service there is probably leases to other wireless services.
