I am looking for a cost approach tool/Website for new construction on a manufactured home. Does anyone know of one that I can just purchase 1 time and doesn't require me to pay for a subscription?

Find the dealer and ask what the retail price is. Otherwise, the NADA is the standard - Swift etc are dependent upon you properly classifying a unit by quality. NADA OTOH uses the actual manufacturer and the MODEL NAME - important to have both. Since it does not provide RCN, you need to deal with the websites or local dealers to get that. I think a single use is about $30 with the best version being $50 or so single use.

Easy way - just document it. That's the value of the NADA print out. Put in the report, your cost approach is "supported" - be sure to allow for foundation and other costs not included - driveway, site improvements, utilities, etc. That can run $10k here.
 
Dwelling Cost, the link I posted, has a 15 day free trial I believe. I'm not sure if they cover manufactured homes though.
 
NADA is the go to source - on line - $30 or so. You still need to develop a RCN which can be found with on line ads.
