C2C would be an adjustment from C4 comps to the C5 subject... subtract cost to cure from them.
 
So the GSEs give us guidelines that are impossible to follow? We can't determine if something affects structural integrity?
This is not a GSE issue its a liability issue and as appraisers if we believe a property may have an-issue with Structural Integrity we call for the appropriate Professional to inspect it. If I placed a statement in my appraisal about the Structural Integrity and a buyer purchased the property-moved in it and discovered it had say foundation issues that were not visible -I may end up in a lawsuit . Hey the appraiser said its was structurally sound and we relied on his assessment. Now if the appraiser wants to stick his neck on the guillotine I don't care thats a business decision.
