We should consider: Can a buyer be classified as "Knowledgeable" if he doesn't have a full appraisal? If not, then sales based on Waivers should not be accepted as comps, as they don't fit the definition of Market Value.
Therefore, I might add, the Assessor's office needs to note that in their databases - to also be reflected in any MLS that relies on Assessor data.
