Suspicion is always the result of previous observations. I saw a home where the homeowner attempted to use trash bags as a vapor barrier. The water was running under the pier and beam foundation downhill to an addition on slab. The water then pooled up and tried to run over the top of the slab. Suffice it to say, proper mediation of the drainage was necessary.
