Do Florida County Tax Assessors comply with USPAP?

I was wondering if anyone on this forum knows whether or not, Florida Tax Assessors are required to be in compliance with USPAP in regards of their appraisals of real property? I know they use mass appraisal software, but if they are recognized as appraisers, shouldn't the work they produce be USPAP compliant?

My concern is, I was told by an appraiser who works for a Florida County appraisers office "we don't have access to MLS and therefore don't use it" for comparable data. If USPAP requires me to utilize a data source because it a recognized data source used by my peers, why wouldn't they have the same obligation? I guess one way out of it would be for them to say their peers, other county assessors don't use it either.

Forgive me now for lacking the knowledge of the assessors job!

I personally dont think tax assessors and fee appraisers are necessarily "peers" in the sense you are using. But yes, most assessors do typically follow USPAP, they are governed by Std 6, while we have Std 1 & 2.

I do not know the specifics of Florida tax assessment. However, in measuring the appropriateness of the scope of work it is important to measure against a similar assignment.

A mass appraisal assignment is not the same as an individual appraisal assignment. The assignment conditions are usually very different. For example, in many mass appraisals for ad valorem purposes the data sources to be used are mandated by law or regulation.

I know some of them have appraisal licenses, but I'm not sure if its required.
 
Florida Property Appraisers (assessor) are constitional officers and are not required to comply with the USPAP. Furthermore, deputies, even if they are certified, are not required to follow the USPAP.

I heard that if you are certified and hired as an appraiser with a county in Florida, you have to immediately change your status to inactive.
