Doing an FHA with out Case Number

Kick me in the head, but I just finished talking to another appraiser that did an appraisal, then waited for the FHA case #. I know that much is changing with FHA. But I though you first needed an FHA case #, to start an FHA appraisal.
 
I never start one without a case number, because on that assignment also the appraiser is designated by name. I think it still works like that or it did in January!
Haven't done one since then!
 
I can't remember the dates or the exact circumstances but there was some major snafu or power outage (LOL) many years ago and FHA waived the requirement for the appraiser to have a case number. It has not changed. The requirement is for the lender to have a case number before submitting the mortgage for FHA insurance.

I know. It doesn't "feel" right to submit the appraisal without a case number, but as long as the appraisal and report have been completed to FHA guidelines we should be OK. It's the clients job to get the case assigned properly.
 
On a few occasions I've had a lender tell me to appraise the property as if it were going FHA. No problem, but if they stay conventional, I charge the higher FHA fee.

You can start the assignment without the case number, but it can not be completed without it. We had this come up in December. This is what I found out.
The FHA case number is tied to the property and the appraiser, but may not be issued at the start of the process.
Finish the report and wait for the case number.
