I don't really agree with that but here it is the law. In CA, they were using that idea and bringing soil boring equipment and other heavy equipment to 'survey'. Finally, a landowner sued and put a stop to it. If you want to do soil borings, etc. you have to get permission or pay for an easement now.They are surveying a future possible easement for a power line. The surveyors have the legal right to enter and no one should be allowed to stop them.
