Question,

I recently tried to inspect an REO property. I was assured by the realtor involved that the home was open. When I arrived the previous home owner's car was there (I found that out after the fact), and needless to say the house was locked. I called the realtor to no avail.

About an hour later shed called me after I arrived home. She said that she just recived my message and it must have been delayed. Can I come back to the house?

I said no.

Ok, here's the question;

It looks like I can re-inspect this week. Should this week's specific date be the effective date, should last week consider into the picture, of should (can) I have 2 effective dates?

This should be easy, but quite honestly I have never had this happen in 10 years.

Wow! That's a good track record.

With some lenders this happens once a week with their clients.

The effective date will be the day you go back out and inspect the property for real.

Call your client tell them what happened and get a trip fee.

Um.....per your post, you didn't inspect last week; when you inspect this week - effective date is the date you inspect.
 
I would take new photographs of the subject on the date that you inspected it (exterior & interior). Also, I would charge for the extra trip and use those pictures to verify that you were there. Effective date would be the most current date at the property.
