Extensive pet waste damage and odor. C4 or C5?

Thanks everyone, I did let the lender know the condition and they want me to complete "subject to" C4 so that is what I am doing. It is hard to put in an appraisal that they have to clean/ kilz and re-paint or replace drywall, replace flooring, etc. to help an odor so I am expecting an angry call from the woman who lives in the house and doesn't know it smells. I did research and the animal waste odor can cause serious illness to humans so I do think it is necessary to remedy the smell, just not sure exactly how to word it all.

It is not just about remedying the smell, it is that the entire house is affected by urine acid eating at pipes and through the floor and even into the sub floor and feces the same - if there are animals in the house pass on a tip for someone to call animal control

I doubt the woman will ever mitigate the horrible condition but that is not your problem. Word it about the safety and structural soundness of the house , not about odor (( the odor is the symptom)
 
Right? I mean, the op said it smelled bad on the porch prior to entering the house.

I like pets. I've had several and there's a responsibility to having them. But those nutty animal lovers are on another level.
This is not an animal lover, this is an animal hoarder and if there are still animals on the premises it should be reported to the humane society. Animals kept in filthy conditions like that are suffering, often are sick and never see a vet, a dog's nose far keener than a person's if it smells bad to us, imagine the stench smelling 30 times stronger and worse to the poor dogs ( or cats )

Well...my old border collie used to love to roll on something dead and eat a cow patty... Not sure they sense it the same way as humans. But the hygiene and lice, ticks, etc. are extremely unhealthy. Dogs develop hotspots, mange, and a host of problems when confined in unsanitary conditions.

There is no comparison o your border collie story.,

. A hoarder house like this has an extremely pungent odor of urine and the acid from it can be so strong it can sting your eyes. it has been proven dogs have a much keener sense of smell and it must be torture for them to live in that filth and stench.

An appraiser should report it to animal control. It is disgusting and un healthy and any animal kept like that usually never sees a vet...
 
It is a safety issue. Ask the client. Either make it subject to a professional cleaning by a professional or make it subject to the carpet or whatever flooring being replaced. Always make safety issues "subject to".

Just ask the client how they want to handle it. You do subject to. It is a health hazard.
 
Similar to black mold when you see it? You gonna do "as is"?
