We get the same requests on occasion here in California. In this state, as in yours, the last digit (which can be from -0 to -9) is PURELY for assessment purposes and has nothing to do with parcel identification.
However, that being said - we have found that if it shows up on the title report - it is a major problem for us NOT to add it to the APN on the URAR. The phone calls just never end..! So, in the interest of expediency, we add the extra number, BUT we also make the comment that it is not part of the APN and is only being added at the insistence of the underwriter (or whoever). Since it has no effect on value or the rest of our appraisal in any way, we so no problem with putting it in so they can get the loan funded.
