Not all but most no longer are required and much like publuc education they are operating like it's still 1970. The problem is their is no incentive to modernize and utilize the best technology etc. The Local City and Counties are really bad. Just doing any kind of business or interaction is like getting a root canal. There are goid people enployed by Gov't but the management is what sucks. Today most can be shut down and privatised.
