Fannie & Freddie drop declining market penalty

Did anyone notice that Fannie and Freddie have dropped the 5% down payment penalty for buying in a declining market?

In a story by Kenneth Harney in the LA Times business section the 5% surcharge will be (the story is dated May 25th) dropped June first. Don't we all wish we had some clout like the NAR!
