I follow your UW's logic. "adjacent to the city" suggests to me that it is outside the city limits. I would just change it. It doesn't matter. Quote the above in the report and go on. Not a windmill I want to joist with.

I agree with Terrel. It doesn't really matter what it's called because the term is so poorly defined and seems to change with whichever entity is labeling it. (i.e. homes within city limits can still be 'rural' in the RECD program).

Does it really affect your analysis or value if the area is called 'urban' rather than 'suburban'?
 
Definate rural when its all dirt roads, few if any street signs, not house numbers (Desert) and an occasional person sitting in their yard on a metal folding chair, watching you suspciousily, with their dog on one side and their rifle propped against the chair on the other side....was I or was I not going to pull out my camera?????

I do recall I defined this one as rural!
