FHA appraisal with a trainee!

I am doing an FHA loan on a purchase. The FHA appraiser and a trainee met me at the property. What I saw was the trainee taking photos of the property and interior and the FHA appraiser doing the inspection. Now at the last minute the underwriter is telling me I need a new FHA appraisal do to the fact that the FHA appraiser used a trainee and put that in the report. The underwriter told me that FHA appraisers can not have no assistance on the appraisal report. I tried looking on Huds web site but found noting that said anything like that. Can any one help me with this? Thanks
 
The underwriter was smoking crack during underwearwriting skool.

The trainee cannot develop the appraisal and cannot sign the report and would not get CA experience credit but there's nothing wrong with tagging along and doing the grunt work like running the tape measure around and taking pictures.
 
I have a trainee on every FHA report I do. He does not sign it but is mentioned in the report that he provided assistance.

Never had a problem.
 
In the state of NC a trainee has to have performed 75% of the appraisal development and reporting to get experience credit. That has to be stated in the actual report.

Can a trainee and a super complete two reports(one FHA, one practice) on the same property simultaneously. I imagine that is possible and loophole enough to cover your tail end.

We are all about loop holes,starting at the top with the TAF all the way down the ladder to the gutter.
 
Use of a trainee as an assistant is not prohibited by the FHA. Only the FHA roster designated appraiser may sign the appraisal report.

Depending on your state appraisal statutes, laws, or regulations the assistant may or may not receive credit towards the hour requirement for licensing or certification.

There is where the risk is to the signing appraiser. They assume 100% of the responsibility for the work content and report. They are stating that they did everything of significance. So the trainee is left out in the cold in NC because they MUST state what they did in development and reporting of significance! I am positive USPAP says something about this also.

The only possible way I see where you can 'Loop Hole Larry' your way around this is to state the trainee and the non-super completed the development and reporting simultaneously, together, or in california speak 'as one'!

Seriously, I can not bring myself to say as the FHA approved appraiser that I was the appraiser and also the supervisor for an actual FHA assignment.

The operative word is "significant" assistance.
 
I cut my teeth on FHA appraisals. When my boss hired me, I bird dogged him for about 6 months before I could do one on my own. My boss was the only one in the office that was FHA certified, so I would tag along on all his FHA appraisals, complex properties and anything over 4000 sf so I could hold the dummy end. I was never added to the signature page but was mentioned in the addendum page. I was a VC sheet wiz by the time I was done. I knew FHA guidelines before I knew Fannie Mae guidelines.

The UW is an idiot. I have found that most only know enough about FHA loans to dig themselves a deeper hole. When a LO doesn't know the guidelines, I call HUD and have a 3 way between all of us. The LO then hears he/she is wrong from HUD themselves. That usually makes my day.

my favorite phrase lately. BTW, I assume the UW is the bank UW not the direct endorsement FHA UW.
