FHA eliminating "Licensed" Appraisers?

Does the new FHA housing law eliminate Licensed appraisers from the panel?

Licensed appraisers will be working at the local goodyear where they can inflate tires, instead:rof:.

I plan to be certified before this bill's true meaning can ever be deciphered.
