FHA Inspection

At the FHA class I took, they said under no circumstances should you proceed with an appraisal unless you have a case number.

I don't understand that rule. I can go out and do an appraisal inspection since I'm both certified and FHA approved, it's a matter of submitting the report asn FHA/HUD level appraisal or submitting it at all. Usually the few times there is no case# by the time my appointment is scheduled I do the field work and hold off until I get the case#. When I have been requested to send the report in I make sure to spell out, and in more than one spot in the report, that this report should not be considered an FHA/HUD level appraisal in it's current form.

Am I wrong in doing this and if so why?
 
As long as I'm paid at the door I will do the inspection without a case #. I don't send the report without a case # though and if I do I make it very clear within the body of the report that this a standard appraisal report and not an FHA/HUD level report.

Your statement is a little conflicting to me. You say you do not send a report without a case number and then state "if I do"....................

The borrower is going to pay for the appraisal upfront.

If I'm asked to do an FHA/HUD level report I will do the proper inspection and put together a report that meets the guidelines. I do all my work COD so from my point of view it's really whether they are going to be able to submit this report with a proper case #. I try and hold off sending the report until I get a case # but if pressed I include comments that indicate that although the report meets HUD guidelines there was no case# at the time the client requested the report be delivered.

If this is a no no I will stop doing it. I just thought that since I'm fully qualified to put together the report and someone is gonna pay me up front I'll let them worry about the rest.

Jpacelli,

Your wrong because USPAP requires you to identify the intended use and intended users BEFORE you do things like take an assignment and develop a SOW. You are NOT allowed to do an assignment pending identification of these things sweety. So that leaves you whipping the horse to get caught up with the cart.

Next, you are wrong to send out FHA / HUD reports without a case number because it has been published by FHA that the case numbers must be on each page of the reports. It is not possible to meet guidelines.. but oops! .. I forgot the case number!

You only have one more strike at bat.... ;)
