FHA Insulation Question

I am working on my first FHA Appraisal. I have re-read and re-read the 4150.2 and the mortgagee letters. What are the requirements for insulation in the attic? Can anyone point me to the correct section of the handbook or mortgagee letter for this information? Thank you!

FHA does not have insulation requirements per se. The 4150.2 did say to inspect and rate etc. but appears to been dropped in the new protocols. Maybe Mr Bell would quote the source of of his response.

USDA does, and that's the biggest difference between the 2 programs
 
I will note the amount of insulation seen in the attic at the time of inspection and call it good. I took a picture and measured it if the UW comes back with questions. Thanks for the help!!
