FHA Lead Paint statement

Is there a specific statement that needs to be added to my FHA reports? I can't seem to locate one, specifically, and a lender is requiring the Lead Base statement to be included in my appraisal.

Thank you.
 
Is this a pre 78 build? If so, is there paint peeling you noted?
 
Here is the latest mortgagee letter, I believe. I'm sure my friends here will be sure to correct me if it's not.

1. General Requirements - For all properties built before January 1, 1978, the appraiser must inspect ALL interior and exterior surfaces, such as walls, stairs, deck, porch, railing, eaves, windows, doors, fences, detached garages and other outbuildings and appurtenant structures for defective paint surfaces (i.e. chipping, peeling or flaking paint) and report defective conditions in the appraisal report.


note: FHA approved encapsulating paint (that conforms to ASTM Standard E-1795) should be used on lead based paint issues. (which most appraisers do not mention)

The Renovation, Repair and Painting Rule
[FONT=Verdana, Geneva, Arial, Helvetica, sans-serif]On April 22, 2008, EPA issued a rule requiring the use of lead-safe practices and other actions aimed at preventing lead poisoning. Under the rule, beginning in April 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination. Until that time, HUD and EPA recommend that anyone performing renovation, repair, and painting projects that disturb lead-based paint in pre-1978 homes, child care facilities and schools follow lead-safe work practices. USDA vs FHA new construction

Does anyone here know whether a USDA appraisal inspection must comply with all FHA requirements including utilities (power and water) to be turned on?

i am dealing with a new construction , power and water are not on yet and they have scheduled a final inspection for usda loan...

any help would be appreciated thanks!

Yes - I'm just finishing a USDA report, and the lender asked for :

USDA appraisal assignments:
APPRAISER TO:
1.) VERIFY IF UTILITIES ARE ON PRIOR TO INSPECTION
2.) STATE THAT UTILITIES ARE ON AND WORKING AT TIME OF INSPECTION
3.) STATE IF PROPERTY MEETS HUD HANDBOOK REQUIREMENTS 4150.2 & 4905.1****

With the addition to the above, no FHA case number is required, but must state it is for the purposes of USDA.
 
I have always stated "Lead Paint Warning Is Required" and have never had a problem. In Illinois, if the property was built before 1978, a notice must be signed by the seller and buyer. I believe this is the warning it is referring to.

Here's an example of what I put on paint peel.
The subject was built in 1972 (pre 1978) and subject to lead paint. Areas were found with peeling, chipped or flaking paint include: the front door trim, front window trim and the rear door trim of the garage. Repair is required for property to meet HUD/FHA minimum property requirements (MPR). FHA approved encapsulating paint (that conforms to ASTM Standard E-1795) should be used on lead based paint issues and all loose paint chips are to be removed from site and properly disposed by contractors certified in handling lead base paint. Cost to cure is approximately $zzz. This appraisal is subject to repair. Final inspection is required.
