FHA Manufactured Home Skirting

I received a request from the lender stating "APPRAISER TO CONFIRM THE PERIMETER ENCLOSURE IS A CONTINUOUS WALL THAT SEPARATES THE CRAWL FROM BACKFILL, KEEPS OUT VERMIN AND WATER AND THAT ENCLOSURE IS ADEQUATELY SECURED TO THE PERIMETER OF THE HOME AND ALLOWS FOR PROPER VENTILATION OF THE CRAWL SPACE". For the most part I don't see a problem with this except the part of the skirting being adequately secured to the Perimeter of the home. I did not inspect the entirety of the crawlspace skirting and feel like this should have been part of the foundation engineers certification. Am I wrong in thinking this or should I just make the comment that I did not inspect every inch of the skirting from underneath the home?

Outside of the scope, have them hire someone to certify this.

When the Registered Engineer certifies that the foundation subsystem meets the guidelines set forth in the HUD Permanent Foundations Guide for Manufactured Housing, they are also certifying as to the acceptability of the perimeter enclosure. Excerpted from page 1-2 of HUD-007487, September 1996. Whoever stipped you for that should be ashamed.

The foundation on all Mobile Homes must meet a certain criteria of structural stability. A FHA Engineer will inspect the home and an Engineering Certification is required to be in compliance with HUD’s PFGMH.

I'd be tempted to say their concerns should be adequately addressed by the engineer's cert.
 
I am sorry but I have no tact.
"Your concern is explicitly addressed in the Engineers certification and outside the appraisers' scope of work... Kindly take an aerial assault at an orbiting pastry"

  1. A permanent skirting around the perimeter to protect the foundation from vermin and weather.
  2. Proper piers to support the structure, including frost protection of those piers.
  3. Anchorage to aid in resisting lateral loads caused by wind and earthquake forces."
 
I originally responded to the request with "This should have been addressed in the Engineers Cert". But apparently they say that company does not comment on skirting anymore. I found that rather strange

So now it's somehow your problem to address?
Respond with: "I am not an engineer and won't comment either."
