FHA Question*NEED HELP

Did an FHA appraisal recently and there were bars on the basement windows. The home was over 75 years old and the basement was not finished. I had noted in the original appraisal that the bars were on the windows and a possible hazard.
The underwriter came back and said that it was not a requirement that they come off but to state in the "Final" that everything was up to FHA standards.
Need help, what do you guys think and can anyone find this area in the handbook.
 
6. Bedroom Egress
All bedrooms must have adequate egress to the exterior of the home. If an enclosed patio
(solid walls) covers the bedroom window, it is possible that the bedroom won't qualify as a
habitable bedroom. Security bars are acceptable if they comply with local fire codes.
Occupants of a bedroom must be able to get outside the home if there is a fire.

This is an unfinished basement and not a bedroom, but you still might want to check with local fire codes just to be sure it is OK for the basement in your area.
