FHA - Repairing Chipping/Peeling Paint

I seem to be getting into a game of cat and mouse with a seller. The subject is a (pre-1978) 3 family property that had numerous areas on the interior and exterior with chipping/peeling paint. The "subject to" condition listed the the areas with sample photos of each. When we returned for the final inspection, some areas had been touched up with a different color paint (the chipping paint had been removed and covered up just a different color), while other areas were not touched up at all.

Is there a something from HUD that can be quoted as to how to repair chipping/peeling paint? Does they need a certified lead paint contractor because of some rental units? Does a different color paint over the chipping/peeling paint (other than marketability), created a problem?

Are you really a trainee ( this shows as your first post on AF ), how can you possibly be doing and FHA report?
 
I've called for correction of chipping and peeling paint and have had to revisit properties 2 and 3 times cause the owner did a half arsed job. They don't need a licensed contractor, they just need to spend more than 10 minutes scraping and repainting ALL the exposing areas so there is no longer a lead paint concern. A different color paint might effect marketability on a case by case basis and depending on how many areas needed correcting.

I use this comment when calling for chipping and peeling paint correction.

Properly prepare and paint with two coats of paint consistent with current paint scheme.

Perhaps I have not been dealing with this correctly. So if appraising a 2-4 family home and chipping paint is noted in one of the rented units it is not ok to allow the building owner to correct these areas himself but that a certified contractor needs to do the job?
 
Anyone can correct chipping and peeling paint...it just has to be done properly.

Not per the link Rex posted. If a contractor does the repair or a landlord, they have to take the EPA mandated lead based paint CE to be certified. What is it? 7 hours? I can't remember.

The LO will have to shag down this info for the UW or the deal will never close & the appraiser may get the blame for not being proactive.

Frankly, I can't recall an appraiser ever being this proactive when I was a LO, but as an appraiser, I'd see that a landlord or contractor was certified by saying that in the report.
