FHA roofing/foundation requirements

I am doing an appraisal for a home that looks remarkably like an older MH. (I check it out...it is a site built home).

There is no attic area ( just like a MH) and the roof has a poured rubber like material over it.

There is a poured concrete stemwall for the front and rear walls but it has siding covering the sides ("to keep the skunks from gettin under the home").

I can not find my FHA manual and just want to make sure none of this would cause concern for the HUD requirements for a site built home.

Also this is for a FHA insured reverse mortgage. I also want to make sure that this would not change the HUD requirements. I have not done an appraisal for a FHA reverse mortgage yet.

Post up a pic of this home, that looks like a manuf home but is in fact a site built. I wanna see it.
 
Any labels or tags?..Metal I Beam??
 
Don't have time to put up a picture. But it is a site built home as I said. It does not have a steel frame. Just a poor design.

I am off to find my FHA manual. Hope it has something about that type of roof and the half/half foundation.

We don't see a lot of them around here, but it almost sounds like you are dealing with a "modular" home. These are built in a factory just like a "mobile" home, but are brought in on flat bed trucks and finished on site. Quality is generally just slightly better than a mobile. That would also explain the open (non stem wall) ends: it allows access to the crawl to hook up utilities, join sections and remove equipment used to install the sections. There would be no HUD tags or data plate found in mobiles as HUD does not have anything to do with certifing them. Southern building code rules them down here. The roof sounds like one of the home improvement specials advertised on late night TV and Sunday Magaziines.

A couple of ways to diagnose modulars is: Trim stapled up. It might be of better quality than a typical mobile, but it will be prefinished and staples. Poor drywall finish, particularly on ceilings. They use portable equipment to spray the seams, and generally winds up being "clumpy". Plumbed with flexible pipes and press fit connections. Vinyl clad cabinets instead of Laminate or wood. The list goes on and on.

If it were me, I'd probably use 3 mobile comps, and a couple low quality conventional comps.

I do not think it will pass engineering qualifications for FHA. Essentially you have two stemwalls that are not joined (unless there is a bond beam connecting them). This means soil action will move each independently. I would also suspect there are piers with beams down the middle that are
maybe undersized as well.

For FHA, I would call for a structural inspection.
