One of the big criticisms of the appraisal profession is that although we have professional standards governing conduct we haven't had a best practices reference for the different applications. What exactly are the "recognized methods and techniques"?

That's the gap the APB is aimed at.

Developing non-Standards courses in direct competition with the professional orgs - as well as the private CE providers - is going to cause some conflicts.


George, I believe that "the gap" at which they aim is due to the large percentage among all appraisers who fail in their understanding of (and, following, application of) basic appraisal principles.

The first obstacle then is to abolish USFLA and FHA/GSE/Fannie mae "appraisal guidelines". The average appraiser has substituted those for the entire body of knowledge taught over the years.
We can argue that appraisal is not a science, neverless we apply it like a science in that it evolves with time from basic to more complex and/or a new technique is developed. BEV was unknown prior to the 80s and E. P. is a concept from a 1972 paper. As I said, who even knows what is in the "old books" and how many people read anything related to appraisal concepts? I think it the wrong direction to now attempt to substitute this long history and body of knowledge with an extension of USPAP.
The published "stuff" out there OTOH can be problematic itself and interpretation is a real issue. There may be more than one solution to the problem.
