Flood zone affect property values?

They appraised the right house - they just didn't locate it correctly on the flood map. The area is right on a small country road with a creek running beside it. Part of this road is in a flood zone; the rest isn't. They thought that the house was located about a quarter mile further up the road than it is (unfortunately, since that is the difference between being in and out of the flood zone).
I did pay for a flood zone assessment, and it is definitely in the flood zone.
The seller and I just have a disagreement on what the property is worth. I feel like the flood zone makes it worth less; they disagree (although the information they are giving out to potential buyers still says that it isn't in a flood zone!). I have made them an offer based on what I think it is worth, and so it's really up to them now. They are not going to convince me that it is worth their asking price. Probably I won't be able to convince them it's worth less! Oh, well, there are plenty of other houses on the market right now.
