The AF seems to agree that prior involvement only needs to be disclosed, absent any detail, before and during an assignment.

The AF seems to agree that the FNMAE form identified in the subject line above is functional.

Why then does the form advise the appraiser, if Prior Services have been conducted, to fill in the blank cell following the instructions that "Those services are described in the comments below."
 
I'm not familiar with this form, but a specific compliance form is not required by USPAP. As long as you disclose it to the client you are good. You can also disclose the type of service just can't disclose confidential information.

It's a functional form that allows the user to address "Type of report," "market exposure," "definition of value," and "intended users," as well as "prior involvement," on a signed certification page that is a required location for certain types of issues to be reported. IMO it makes it easier for the appraiser as well as the client.

Prior service is no longer just saying it in the body of the report - It's now a certification on FRT reports -IE- Fannie- Freddie-FHA-VA Etc. And attached to your other certification as a supplemental certification and also signed . Just finished USPAP last week -Although this is old news by about 3 years : ) LMAO -- All the major software companies have the USPAP prior service certifications- As USPAP compliant form. Saying you did or did not-do something is not a Certification it's just a statement and nothing more or less : LOL )
 
I don't use a special USPAP form. I put all that in a comment addendum that has a signature at the bottom. OP was asking about why their form has a section for describing prior services. USPAP does not prevent you from describing the type of service you have done previously, only that you cannot disclose "confidential" details. USPAP does not even require you disclose prior services in the actual report, just that you disclose to the client. There's only been one incident where I disclosed in an email, but I always put it in the report anyways and the type of service (if any) and that's all.

It says right in USPAP, you can disclose by email or even verbally and then make a note in your workfile.

To be honest, the rule does not even make any sense to me. "Disclosure" happens before you even accept the assignment, so putting it in the report is pointless. Most assignments I have done multiple appraisals on were from clients who already knew I did the original appraisal. I did receive a request from a different client recently for an FHA refi which I assume did not go through. I declined that one though.

The USPAP- Compliance Addendum -is in your forms software. It also comply with the question of weather it's a Appraisal Report or A Restricted Appraisal Report -Any Appraisal Assistance and marketing time and exposure time. Once completed you sigh it and attach it to your Fannie-certification.

Since learning about the Form on the AF about two months ago, it is now a very valuable part of my template. It was retired appraisal GB who first brought to my attention the need to include the prior disclosure on a certification, per se, and there's no way in the world I would know about issues like this if were not for the AF !!!!!

because you have to disclose any prior service in any capacity. the comment section allows you to describe that service and how many times it was performed.
