Found Health & safety violations on 1004D; Different appraiser did the original report

Besides the fact I would never accept a 1004D on a property someone else appraised, I have to ask. Does Texas require a smoke detector in every bedroom? I know Arkansas recently passed a law that requires it on new construction. I wondered why it was very much more effective, especially on a small house. My detector can go nuts just frying bacon.

Uncovered? You mean open?? Or that the dirt has not been put back over the tank? Plastic tank or concrete - at least you wouldn't drive over it and perhaps crush in the top.
I meant uncovered. Plastic tank in the front yard with all the ditching holding the pipes to the dwelling uncovered as well. Texas does not require existing construction to be retrofitted to current building codes to close escrow, including smoke detectors.

I rarely do other people‘s 1004 D’s. But I can’t believe we’re in the smoke detector business now. Smoke detectors aren’t property characteristics that pertain to value. Not in my opinion
 
Are smoke/CO detectors required to be in the actual bedrooms per code, or just within XX feet of the bedroom? FHA follows local code. Here it is within 21 feet of a bedroom door. So no you din't need one in every bedroom. Just a question, why were you looking at the E panel if you were just checking to see if the detector was installed? CYA by stating that the assumption was made that at the time of the original inspection, you can make the assumption the property meets FHA property guidelines, except for the detector. You weren't there, you don't know.
 
I received a rush 1004D assignment this morning for a FHA SFR. Original appraisal was subject to installation of a CO detector. When I got there the CO detector had been installed but two of the bedrooms were missing smoke detectors and the interior cover for the circuit breaker box wa not properly installed. I told the AMC I couldn’t approve the 1004D. The AMC asked me if the CO detector had been installed? I relied that it had. I’m concerned that they are going to tell me I have to approve if the original conditions were satisfied. What would you do?
