My mentor taught me a simple "rule of thumb." If you have to go from "hot" to "cold" and then to the "finished area" it's not GLA.

What if you have to go from cold to hot to cold?

Same thing I would say ... therefore making Uganda and a few other places on earth the only exceptions to that rule of thumb

(aka, areas that have steady temperatures all year round and don't typically use air conditioning)

No need to go to Uganda.

There are many areas in the U.S. and its territories that would meet that standard. Some areas don't require permanent heat sources and not everyone can afford air conditioning.
