Gutters and Downspouts

On an older house would you require gutters and downspouts?

A gutter can keep the roof from clearing rain or snowmelt right next to foundation and seeping or flooding in but based on those photos it looks like there is no basement.
 
Are gutters necessary in order to provide positive drainage away from the foundation? If so, then make the appraisal subject to installation of the gutters. I have done this many times and just recently did it on a VA appraisal.
 
In Colorado, cannot think of any place I've been wet enough to be a serious issue.
 
That house would drown in Oregon. Roof pitch is too low to shed rain water effectively and it would need G/D to get water away from the foundation.
 
Not required.. but, there should be sufficient overhang and I would look at the slope of the site.
 
I would not make it a requirement of the report
 
In my area that is common , again -State -Area- Specific !
