But homeowners can do their own painting and provide an affadavit that says they didn't employ a professional. I suspect there will be alot of 90 year old widows doing their own painting in the near future.
While it's fine to create your own lead hazards and live with it ... it is not ok to create lead hazards and then sell the home for someone else to live with it.
This is why real estate attorneys are advising sellers to disclose all the past work on the home and who did it. If the seller or an illegal contractor performed the work, the buyer should strongly suspect that there is lead hazards in the house and should get the house checked for lead dust.
It might have greater appeal to a certain sement of the market. You might create a sideline of collecting the addresses of lead free homes and selling that list to "green" oriented appraisers.
