How Do You Get Out Of Calling For The Installation Of A Railing?

For just a typical FNMA 1004 (no VA or FHA), what comment(s) do you put into the report after the AMC notices a set of stairs in one of your photos is missing a railing and want you to comment on whether or not it is a safety hazard?
 
I would opine on whether it is a safety hazard or not. Probly throw in cost-to-cure if needed too. I generally don't "get into" requiring repairs so I usually don't need to "get out" of calling for them. State the facts, move along.

How does the insurance company(s) in your area, determine what warrants a Health & Safety issue ? # of stairs ? Height ? It Depends........

says its a safety hazard and get a final fee out of it! money!
 
If it is a stupid request such as 2 steps or so I would argue the case that is no a hazard. I have a client that likes to scrutinize the photos and look for thinks to call out - whether legitimate or not. If you actually missed someting or think it actually is a hazardous situation, you could revise the report subject to the repair and state " per client request, a railing is to be installed on the stairway". That way you would not be admitting to an error. Put it on them, collect a reinspection fee.

For a conv loan, it's the UW/lender's call. I would say while I don't consider it a safety hazard, the client may require handrails be installed (if desired).

Come to think of it, I don't know if I've ever included a picture of the interior stairs in my photos. Only in the large million $ homes with elaborate foyers. But those all seem to have handrails.
 
Around 2015-16, all of my local clients started requiring all properties meet HUD MPRs for safety concerns.....even for conventional refis and HELOCs. So there's no avoiding it here and I upped my fee. They don't require checking appliances, attic inspections or even well distances (yet), but are strict on LBP, deck railings and the obvious safety stuff.

They do not require repair for the minor stuff, but want it mentioned in the report....along with an estimated cost to cure and any impact on marketability. They have a zero tolerance policy on LBP issues tho and they will scrutinize my pics.

Basically, I do a FHA inspection on every property now. You never know when the next requirement will appear.
