HUD window height requirements

the issue is more of a fire escape problem, can you get you as* out of that window. but even then it's just a window.
Talking with a fireman one time. He said its also so a firefighter won't have to drop too far to the floor and risk injuring themselves if they have to enter thru a window.

He also said that, if necessary, the owner can build a small platform under the window and be in compliance.

Then by code...it has to be tempered safety glass.

Also, if it is an operable (opening window) local codes may require fall protection, i.e., something akin to a railing or other mechanism that prevents the window from opening far enough for someone to fall out of.
 
IMO- local Code prevails (PZC)
