HUDs Appraiser Non-Discrimination Policy

I was wondering how many women and minority HUD-FHA appraisers think that they are getting their fair share of appraisal assignments from lenders. This is what is in the HUD 4150.2 Handbook about this:
"A. NON-DISCRIMINATION POLICY
The Department's regulations on choosing appraisers state that there shall be no
discrimination on the basis of race, color, religion, national origin, sex, age or disability.
HUD expects lenders to comply with anti-discrimination requirements and affirmatively
select female and minority appraisers for a fair share of appraisals commensurate with
their representation on the FHA Register. HUD will monitor lenders' choice of appraisers
by their sex and race.

For me locally I'm the only minority appraiser "Hispanic" in my area and there are 8 women along with me that are on the HUD-FHA Appraiser List. I'm trying to find out if HUD really monitors this and makes anyone comply with it or if it is just a bunch of lip service. I've put in a couple of calls to HUD and after the holidays I'll contact my congress man and senator and bug them about it.

I would really like to see HUD go back to selecting the appraiser from the roster when the case number is ordered from the lender like it used to be like the VA also, no pressure from lender just go and do your job and appraise the property.

Any comments from the women and other minority HUD-FHA appraisers on this topic?

WBE here - even got the certificate which includes a lovely little red ribbon on it. Firm employees licensed to CG appraisers.

Tried to get a lawyer to take it to task when we knew we were being passed over. We could not find a local attorney wanting the case. Even went to the larger city of Cleveland, Ohio looking for law firm to represent the complaint - one attorney specializing in employment discrimination came down to our office, took notes and never called back.

The holdback jobs to which you may be referring are somewhat enforced by our state on eminent domain work for highway expansion. Don’t know how Texas works, but that may be a possibility for you to get work.

We think/know it is just lip service in general

David, I think that only applies when they are awarding contracts for HUD appraisal work. I am not certain what type of written policy the contract recipients need to have in place to comply. I don't believe the selection of appraisers off of the general roster. Also, I've checked my state and a few others. There is a disproportionate number of minority appraisers on the roster as it is. In some areas of my state a majority of the roster appraisers are white males. It other areas of the state it seems more balanced. It seems it might be hard for HUD to track patterns. Also, many African American Mortgage Brokers I work with use Exclusively African American appraisers. Big can of worms in my opinion.

H@ll Greg, you should sign up as a minority group(ie):
  • Male - under 50% of the population.
  • Caucasian/White - Under 67% of the population.
  • Disabled - Under 17% of population.
  • Vet - Under 8% of population.
You are clearly a member of a TINY minority

Don't agree with this at all David. If I create a relationship with a lender through good quality reports and turn times, why should someone who hasn't created that relationship get work just because he/she is a minority. FWIW... My staff appraiser and best friend is Hispanic (so I could potentially benefit in this situation, but I don't agree with it). Just my two cents.

Why don't you go out and work hard for business like everyone else in this world has to instead of looking for handouts because of your skin tone and/or gender. Discrimination, including government sanctioned reverse discrimination is disgusting and wrong.

If you have evidence of any lenders who who discriminate against you or any other appraisers beacuse of ethnicity or gender, then report them to HUD. If you have no such evidence, then quit your whining.

Since most FHA work in my market goes to young, inexperienced number hitters, I would like to file a complaint based on AGE discrimination. That is in the Fair Housing Act too. :rof:
 
Most any Government contracts have a discrimination clause that mandates discrimination against Caucasian Males.Look up 8A Corporations.Most 8A Contracts do not allow me to bid because of my gender and color...now that's good ole fashion discrimination , thank you US Government..Whaaaaaaaaaaaaaaaaaa.
