No appraiser is compelled to limit their analysis to only the data a client provides to them.
As a point of fact, appraisers are *prohibited* from allowing assignment conditions to limit the SOW to such a degree that the assignment results are no longer credible in the context of the intended use.

Was the last meltdown driven by greed or stupidity? IMO The stakeholders knowing a slowdown is barreling down the pike are thinking stupidity was not hybriding sooner. The difference per what I wrote, once again, are hybrid desktops with an EXTERORIR inspection/photo of subject by inspector and the desktop portion is not a 1004 substitute, but rather a product that replaces a BPO or AVM ( lenders like to call it an evaluation but if an appraiser does it it's an appraisal, it satisfies a regulation to upgrade a BPO or AVM to at minimum an evaluation with ext photo of house
A bifurcated hybrid in the Fannie Pilot program is a modified ( what we know ) fannie 1004 with its own certs with an INTERIOR inspection and photos by an inspector and 1004 desktop portion done by the appraiser, intended to be used instead of a "traditional" 1004 appraisal for certain qualifying orders.
