Appraisers have a responsibility in making effort to keep abreast of what's happening in the profession and how this affects their work. Unfortunately (as we all know), there is a certain number of appraisers who remain in the dark on many issues (with some just now learning that it is 2011 :)). "Ignorance may be bliss", but ignorance is not a defense.
Would the same proviso apply to a state board that has rules passed that they never saw before they became effective?

If this won't be clarified until March, will enforcement be held off until then? I, like quite a few appraisers, are unsure what is needed to be in compliance. If a report is completed before the newsletter is released will I have to worry about being called in front of the board for non-compliance? Personally, I wish this was put in effect after the AMC regs pass, until then, an AMC doesn't have to do anything. The appraiser is on the hook, just like every other issue. Until the AMC's have to comply, the work will simply be sent to appraisers that choose to ignore the new rules.
